It broadcasts on the regular cable networks in Finland and Estonia, as well as IP TV in Sweden and Russia. Although its jihadi terrorist origins are undeniable - due to its evolving make-up, and perhaps some wishful thinking - Arab and Western governments tend to give it the benefit of the doubt. Is this positive and prudent?
